Energy & Utilities · Solutions playbook
Near the grid, unverified AI output is a blackout risk and a compliance violation in one.
For Director of Grid Operations · NERC Compliance Manager · OT Modernization Lead · VP Engineering, IPP / renewable developer
Chapter one
The problems you already budget for.
SCADA/EMS legacy modernization
Control centers running 20–30-year-old IEC 61850/DNP3 stacks and vendor-locked RTU configurations. Utilities typically spend the majority of IT budget on legacy operations and maintenance.
DER interconnection backlog
Grid-edge integration engineering vastly exceeds utility engineering capacity. Berkeley Lab's 'Queued Up' research puts the US interconnection queue at roughly twice the installed generation capacity, with multi-year median waits.
NERC CIP compliance burden
CIP-002 asset inventories, CIP-005 ESP perimeters, CIP-007 patching, CIP-013 supply chain, and CIP-010 change management consume double-digit percentages of IT/OT staff time at large utilities.
Renewable growth vs. static engineering headcount
IEA forecasts ~50% annual growth in global renewable capacity additions through 2028 against a workforce cliff: protection and control-room engineers retiring faster than they are replaced.
Chapter two
Why the tools you've already tried fail here.
- Grid topology, relay settings, and telemetry are critical-infrastructure-sensitive. CIP-005/006 zones physically prohibit SaaS egress — cloud Copilots are categorically blocked, not merely disfavored.
- CIP-010 demands authorization, testing, and rollback evidence for every configuration change. Autonomous agents without immutable audit chains are non-compliant by construction.
- Hallucinated logic in protection or DER-control code risks blackouts and NERC violations. Buyers require deterministic verification before any near-production artifact.
- The work lives in PI historians, SCADA config exports, and DERMS platforms — no cloud AI tool indexes any of it.
Chapter three
The Mindaeon answer.
Every answer below is a shipped capability, not a roadmap item — each named mechanism exists in the platform today.
CIP-005/006 zones prohibit the cloud
The whole platform — control plane, models, audit — installs inside the ESP from a signed air-gapped bundle. Nothing may call out at runtime by default: no telemetry, no update checks, no CDN assets. Held by a test that fails the build otherwise.
Air-gapped appliance · zero telemetry held by a test · offline licence (no call home, ever)
CIP-010 change management demands evidence
A CIP-010-aligned change on Mindaeon: ticket → agent proposes change → identity-bound human approval → automated verification gates → immutable hash-chained record exportable as compliance evidence. The exact artefact a NERC audit asks for.
Hash-chained audit · identity-bound approvals · chain export to SIEM
Engineering capacity vs. interconnection backlog
Documented, verified agent throughput on interconnection engineering: standards checklists (IEEE 1547), data validation, and application review drafts — each gate-approved by an engineer, each step audited. Capacity scales without headcount.
Governed agent workflows · verification gates · budgets per project
Models must stay in the perimeter
Configuration refers to roles, not model names: the same workflow runs on a locally served model (vLLM on your GPU servers) or one through your own cloud tenancy — policy routes per task, the broker meters every call.
Any model including local · model broker with metering · no-training enforced
Chapter four · worked scenario
A protection-setting change, compliant by construction
A protection engineer must deploy a relay-setting change across two substations before the next maintenance window. Under CIP-010, the change needs authorization, testing, rollback, and records.
- 01
The change enters as a ticket with full context
ServiceNow holds the change request; the relay settings live in an SMB share behind NTLMv2 signing; the test harness is a Jenkins job. All three are already connected — the agent sees the same estate the engineer does, filtered by source permissions.
- 02
The agent drafts, policy bounds
It drafts the SCL/config change against policy: reads allowed, writes held for approval, egress limited to the configured hosts only. Every action is metered and chained.
- 03
Verification gates run before the window
The regression suite runs outside the agent's writable mount; mutation checks prove the tests can fail; the rollback plan is a reviewed artifact, not a paragraph in a Word file.
- 04
An engineer approves — identity-bound
Approval is given from the console or one tap on a phone, bound to the engineer's own device key. A token lifted from a laptop, a log, or a proxy is useless anywhere else.
- 05
The audit record pre-exists
Before the maintenance window closes, the hash-chained record of the change — proposal, gates, approvals, deploy — exports to the utility's SIEM as CIP-010-aligned evidence. The next audit is a walkthrough.
The outcome. Change cycles shorten without weakening a single control; compliance effort converts from binder-building to chain-walking; and engineering capacity grows with governed agent throughput, not headcount.
Chapter five
The regimes this maps to.
Mindaeon's audit records, verification gates, and deployment model are designed against these frameworks — evidence, not assertions.
- NERC CIP-002…CIP-015 (esp. CIP-010 change management)
- IEC 61850 · DNP3 (Secure Authentication v5) · IEC 60870-5-104
- IEEE 1547-2018 · IEEE 2030.5
- IEC 62443 · NIST SP 800-82
- ISO 27019
Chapter six
What we can show you.
- Offline install in a sandboxed OT lab with network capture proving zero egress.
- CIP-010-aligned change demonstrated: ticket → approval → gates → immutable record.
- Local-model (vLLM) inference demo — no data leaves the perimeter.
- IEEE 1547-aligned DER interconnection workflow acceleration case study.
