Defense & Public Sector · Solutions playbook

Vendor-cloud AI tools are not disfavored here — they are architecturally impossible.

For CIO / CISO of defense agencies · Service branch program managers · Public-sector AI governance leads · Coalition interoperability engineers

Chapter one

The problems you already budget for.

P1

Air-gapped / classified environments (IL5+)

DoD Impact Level 5 covers CUI with government-only, compliance-boundary compute and dedicated data centers; IL6+ extends to classified workloads. SaaS agents requiring vendor egress physically cannot connect — a categorical architecture failure, not a policy exception.

P2

NIST SP 800-53 assessment and authorization

Twenty control families including Audit & Accountability (AU), System & Services Acquisition (SA), and Supply Chain Risk Management (SR). Any AI tool must be assessed like any other system component — and AI diffs without a chain of evidence cannot pass A&A at all.

P3

Sovereign AI requirements

EU public bodies face AI Act transparency duties from August 2026 and Commission guidelines requiring AI-system inventories, risk assessment, and human oversight. Opaque vendor-cloud control planes cannot support those deployer duties.

P4

Coalition interoperability is conformance-critical

NATO maintains ~1,300 STANAG agreements — 4586 (UAV control interfaces), 4609 (digital motion imagery), 5516 (Link-16). Software changes to interoperability surfaces are conformance changes.

P5

The legacy skills cliff

The same retiring-workforce dynamics as banking: COVID-era state unemployment COBOL emergencies and tax/benefit system scrambles are the canonical public-sector case.

Chapter two

Why the tools you've already tried fail here.

  • They physically cannot connect: Copilot/Cursor/Claude-Code-style SaaS require outbound connectivity to vendor inference; air-gapped IL5+ enclaves have no such egress.
  • No attribution means no accreditation: NIST 800-53 AU-family requirements mean every change needs accountable provenance; AI diffs without an evidence chain cannot pass assessment.
  • An AI vendor is an unassessed supply-chain dependency (SR/SA controls); model weights and prompts traversing foreign jurisdictions fail sovereign-control requirements.
  • Public procurement plus AI Act transparency: government deployers must disclose and oversee AI use; opaque vendor clouds cannot support that duty.

Chapter three

The Mindaeon answer.

Every answer below is a shipped capability, not a roadmap item — each named mechanism exists in the platform today.

The enclave has no egress — and that is fine

The full agent platform — planner, executor, models, verification — installs entirely on-prem from a signed air-gapped bundle with zero external calls, demonstrated in a disconnected enclave. Local and open-weight models keep provenance of the models themselves under your control.

Air-gapped appliance · zero egress held by a test · local/open-weight models

800-53 A&A needs accountable provenance

Every agent action is attributable — session, model, approver — and lands in a hash-chained, tamper-evident record. The AU-family audit story writes itself: walk the chain, name any break. Policy-enforced verification gates shrink the assessment surface because agent output lands as verifiable evidence.

Agent attribution · hash-chained audit · policy-enforced gates

Conformance-critical interoperability surfaces

Spec-aware, conformance-gated workflows for STANAG-relevant changes: the spec and the conformance suite live in the context store; agents draft, gates verify, humans approve, the chain records. Coalition interoperability changes get the same rigor as flight code.

Conformance gates · context store · identity-bound approvals

AI Act deployer duties for public bodies

System inventory export, model records, human-on-the-loop approval records — the governance documentation an EU public administration must produce is a by-product of running the platform, not a project.

Inventory export · model records · approval records

Chapter four · worked scenario

A STANAG-relevant change, accredited by construction

A program must update a Link-16 (STANAG 5516) message-handling component inside a disconnected enclave. Assessment under 800-53 follows the change; nothing may call out; nothing may merge unverified.

  1. 01

    The enclave install, proven

The platform installs from a signed bundle onto enclave infrastructure. Models run locally — their weights packed as OCI artifacts from the program's own registry. The offline check runs every function with no route off the host: zero egress, held by a test.

  2. 02

Spec and code in one context

The STANAG 5516 spec excerpts, the message-handling code, the conformance suite, and the program's change history are synced into the context store — inside the enclave, under its permissions.

  3. 03

The agent drafts, the gates verify

The agent drafts the change and its test fixtures; conformance gates run outside its writable mount; mutation checks prove the suite can fail. A weak assertion blocks the merge — inside the enclave, with no external service involved.

  4. 04

    Approval, attributable

The program engineer approves from the console inside the enclave — identity-bound, hash-chained. The record names the session, the model, the gates, and the approver.

  5. 05

The A&A package is a walk

The assessor receives the chain: proposal, gates, approvals, deploy — plus the platform's own 800-53 control mapping (AU/SC/SA/SR). Attribution debt: zero. Assessment surface: smaller than the last one.

The outcome. AI-assisted engineering becomes usable inside the environments that need it most; accreditation effort converts from interview archaeology to chain-walking; and sovereign control extends to the models themselves.

Chapter five

The regimes this maps to.

Mindaeon's audit records, verification gates, and deployment model are designed against these frameworks — evidence, not assertions.

  • NIST SP 800-53 Rev.5 (AU, SC, SA, SR families)
  • DoD Cloud Computing SRG · Impact Level 5/6
  • EU AI Act deployer duties (Aug 2026 → Dec 2027)
  • NATO STANAG 4586 · 4609 · 5516 · 4559
  • FedRAMP-anchored assessment patterns

Chapter six

What we can show you.

  • Full-agent platform running entirely on-prem in a disconnected enclave — zero external calls, network-capture-proven.
  • NIST 800-53 control mapping (AU/SC/SA/SR) ready for the customer's assessor.
  • Local/open-weight model support with OCI-packed weights from the customer's own registry.
  • AI Act deployer-duty support: system inventory, risk documentation, oversight records export.
